A mother and baby daughter bled to death on the road while motorists sped past them, ignoring the desperate cries for help of the victim’s husband and their four-year-old son.

The family was travelling on a motorbike in Jaipur‘s newly constructed tunnel, Ghat-ki-Guni, where two-wheelers are banned, when a speeding truck hit them, killing Guddi Raigher, 26, and her eight-month-old daughter Arushi.

Her husband Kanhaiya and son Tanish, both of whom suffered minor injuries, spent the next 40 minutes desperately trying to flag down passing motorists for help.

Not a single motorist stopped to help Kanhaiya, who kept running to each and every vehicle passing the accident spot where his wife and daughter lay in a pool of blood.

He fainted near the bodies after running around for more than half-an-hour.

 Finally, some motorcyclists stopped to lift him and informed his relatives and the police.

This, too, was possible only after coming out of the tunnel as there is no mobile connectivity inside.

But by then, 40 valuable minutes had passed without any assistance coming his way.

The ban on two-wheelers has not yet been enforced in the tunnel as a tug-of-war is going on between the traffic police and the private company responsible for its maintenance over who would deploy personnel to implement the rule.

The Ashok Gehlot government had shown unusual eagerness in getting the 2.8km tunnel inaugurated by Prime Minister Manmohan Singh and UPA chairperson Sonia Gandhi on January 19, during the Congress party’s Chintan Shivir.

The hurry was such that artificial trees and plants worth Rs 1.25 lakh were fixed with cement at the tunnel’s entrance to give it a green look.

The tunnel, on the outskirts of Jaipur, is on NH-11. Ever since the tunnel was thrown open to public, the Jaipur traffic police and Rohan Rajdeep Rajasthan Infrastructure Limited (RRRIL), the company entrusted with its maintenance, have been evading the responsibility of implementing the ban on two-wheelers.

The traffic police maintain that it is the company’s responsibility, while the RRRIL claims that it had installed the warning boards restricting two-wheelers, but it does not have the authority to penalise the defaulters.

As a result of this dispute, two-wheeler riders have been flouting the ban, using the tunnel to reach their destinations. Kanhaiya’s ordeal was caught on the CCTV camera installed inside the tunnel.

Police rushed the family to hospital, where Guddi and Arushi were declared dead on arrival and Kanhaiya and Tanish were discharged after first aid.

Police tracked the truck’s registration number from the CCTV cameras installed in the tunnel and a hunt has been launched to catch the driver.

Address error in #Aadhaar cards, villagers seek action

Jaipur : For the last 40 years Bhagiratha Godara has mentioned his residential address in all official documents as village Birodi Badi under post office of the same name. But when residents in his village started enrolling for their Aadhaar cards, their address was shown as post office Beedasar, a bordering village in Sikar district.When Godara pointed out the discrepancy, the agency insisted such information is pre-fed in their equipment and that it cannot rectify. The agency by then had issued cards to at least 450 people out of 4,500-odd residents of the gram panchayat. The agency said that it is only responsible for enrolments, for which it has to meet targets as soon as possible.

Harrowed by the agency’s attitude, Godara’s wife, Nirmala, sarpanch of the gram panchayat, has written to UIDAI chairman Nandan Nilekani, Rajasthan Chief Minister Ashok Gehlot and the district collector, Sikar, seeking rectification.

“When residents of our gram panchayat visited the vendor entrusted with the Aadhaar enrolment they were told the post office for all the villages under our gram panchayat is reflected as Beedasar in place of Birodi Badi and Birodi Chhoti. Both post offices have been functional for over 40 years but are not reflected in the UIDAI’s database. The India Post portal also shows Birodi Badi and Birodi Chhoti as Branch Post Office,” said Godara.

The village Bhuda Ka Bas, created as revenue village in 2008 by the state government, does not even find a mention in the database, alleged Godara. “We have been constantly asking the vendor to get it rectified but to no avail. This lands us in trouble as the Aadhaar card will reflect incorrect addresses for all these villages. This identification card is of great importance to us as it links several government schemes and also wages to our bank accounts,” said Nirmala.

The enrolment agency approached schools in the village where over 300 students were registered under the incorrect address. Another 150 villagers who had visited enrolment camps in nearby towns such as Laxmangarh, Sikar city and Nawalgarh in Jhunjhunu too were issued cards with erroneous postal address.

Despite repeated attempts over the phone, Sikar District Collector Dharmendra Bhatnagar remained unavailable for comment. Additional Collector G L Kataria admitted the discrepancy. “There were complaints of incorrect postal address that cannot be rectified at the level of the enrolment agency. Authorities in Delhi have to be approached,” he said.

JAIPUR: The pilot implementation of Aadhaar enabled services in the three selected districts of Ajmer, Udaipur and Alwar is set to miss the January 1, 2013 deadline as the enrollment of UID cards remains far below the desired level of 80%. As on Friday, Aadhaar cards have been issued to only 21% of the people in Ajmer, while the penetration is 23% in Alwar and 20% in Udaipur.

 

 

A top official involved in project told TOI that given the current enrollment status, it would be difficult to implement the pilot projects from January 1.

 

 

It is not possible for us to implement the pilot projects for Aadhaar enabled services in Udaipur, Alwar and Ajmer from January next year. The level of Aadhaar cards coverage is very low. We are expediting the whole exercise, but we need more time,a said the official preferring anonymity.

 

 

The Centre has announced to roll out the project in 43 districts of the country on pilot basis from the beginning of next calendar year linking 29 government schemes to the Aadhaar. The electronic cash transfers of welfare schemes will be based on Aadhaar (Unique Identification Number) platform.

 

 

However, Rajasthan government was planning to initially link only three schemes such as social security pension, scholarships and benefits under public distribution system to Aadhaar, said the official.

 

 

Given the present status, the rollout schedule announced by chief minister Ashok Gehlot last month to implement the schemes across state may also miss the scheduled timeline.

 

 

Gehlot had set April 1 deadline for CM Rural BPL Awaas Yojana and social security pension schemes. The government has planned to link post-metric and higher education scholarships to Aadhaar from next academic year. February 1, 2013 has been set for payment of salaries to government officials through Aadhaar. But so far, people covered by Aadhaar cards in the state is only a little over 17% of the total population.

 

 

The Kotkasim pilot project in Alwar district has failed to live up to the expectations and unless the government cracks the whip, it may again not only miss the deadline but also fall far behind the finishing line.

JAIPUR: A day after a married woman and her paramour were tied to a tree, stripped and severely beaten for nearly three hours before a crowd of 1,000 people under orders of a caste panchayat at Sarada area in Udaipur district, the police arrested eight men including the woman’s husband on Monday. The two were ‘punished’ for having an illicit affair by the panchayat, said police.

Chief minister Ashok Gehlot directed Udaipur divisional commissioner to probe the matter and prepare a report in a week.

SP, Udaipur Hari Prasad Sharma told TOI that the woman’s husband Hamji Meena had stripped her half naked in front of villagers. “The woman had registered an FIR against 12 identified and several others unidentified people with the Sarada police station on Sunday evening. Of them eight have been arrested while the search is on for others,” Sharma said.

The officer said, “The eight men including Hamji, a former sarpanch Nandlal and five others were booked under Sections 147 (rioting), 149 (unlawful assembly), 365 (kidnapping), 323 (causing hurt), 342 (wrongful confinement), 354 (assaulting a woman to outrage her modesty) and 504 (breach of peace). A separate FIR has been lodged for attacking policemen who had gone there to rescue the couple.”

Police said 27-year-old Prakash Meena was having an affair with the 22-year-old woman living in the neighbourhood Limbat Falan near Kolan village in the area. Prakash and the woman had fled the village a fortnight ago. The villagers were looking for the couple and they found them near Keshiriyaji area in Udaipur.

The villagers brought them back and kept them confined throughout the night. “A panchayat was called on Sunday morning in which the woman’s husband and her in-laws were present. They demanded action against the two,” the officer said.

The villagers and half-a-dozen panchayat leaders gathered around 9.30 am. Soon, Prakash and the woman were tied to a tree.

Her husband stripped her and the youth in front of the crowd, and then cut their hair. The police came to know about the incident around 11.30 am and a team was rushed.

“When the cops reached the spot, the villagers surrounded them and started hurling stones. Some vehicles were damaged and two policemen sustained minor injuries,” he added.

The cops managed to untie the couple from the tree but could not take them out of the area. Later, they were taken to a government school around 4 pm and then to the police station.

Chief minister Gehlot called the incident unfortunate. “No one has the right to take the law into their hands. The divisional commissioner has been asked to carry out a thorough enquiry into the incident,” said Gehlot.

Acting fearlessly, the panchayat continued to discuss other penalties on the couple till late evening. Later the police rescued them and took them to Sarada police station.

Sensing the seriousness of the matter, National Commission for Women chairperson Mamta Sharma said that she would send a team to the village on Monday to look into the incident.

According to the police, 27-year-old Prakash Meena had an illicit relationship with a 22-year-old woman living in the neighbourhood. “She is a distant relative of his. While Prakash works as a labourer in the village, the woman’s husband was staying in Ahmedabad for the past few years. The woman has a three-year old daughter,” said SP, Udaipur, Hari Prasad Sharma.

“We have registered two cases against the woman’s husband, about six members of the panchayat and hundreds of villagers for attacking police team and outraging the modesty of the woman,” said the officer.

When asked why the panchayat continued till late evening, SP Sharma said that they were trying to restore law and order. “We will soon arrest the accused villagers,” he said.

There are legal ways to settle matrimonial disputes, but the dominance of caste panchayats and their diktats are turning out to be a major bane for the society at large. In the age of caste-driven politics, no party has shown the willingness to come out openly and minimise the role of such panchayats, whose principles are not only archaic but devastating for the society. The government should launch campaigns on the redundancy of such panchayats and urge people to seek the administration’s help in case someone violates norms. Bureaucrats must also take initiatives instead of toying the political line.

Under the leadership of Dr Pawan Surana, Ex chair of the State Women’s Commission women’s organisation with representation from trade unions protested outside the Vidhan Sabha against the arrest of Seema a parpaplegic in an abduction and conspiracy case. As is well known Seema is herself a victim of sexual torture by the Pratap Nagar police station SHO and other constables who are presently lodged in Jail and the trial is underway. ( FIR no 51/2011). Probably in the history of Indian Criminal justice system a paraplegic of this sort was never arrested and the Rajasthan police has made history.

According to the groups the arrest of Seema in the Hina case (50/2011), is part of the design to prevent the witnesses of Seema in the sexual torture case to give their statements against the SHO and his colleagues. They also have been arrested as conspirators in the case and are lodged in the same jail where Ram Niwas vishnoi is. The main agenda of the arrest of the police has been to discredit Seema and her witnesses and save Ram niwas Vishnoi.

Women’s groups were of the opinion that while Hina’s case may be genuine and they have sympathies with her, but her parents had grudgingly got her to meet senior leaders of the movement just once. After that she was never available.

They comdemned Ashok Gehlot for this move by the police, which was said was being done under orders of the Rajashan High Court. . They were of the opinion that incase it was such, then why did they not rush to the Supreme Court, as they did in the Reservation case and got relief.

They could have done it in Seema’s case too if they cared for the dignity of the disabled. According to PUCL Vice President Radha Kant Saxena the National Jail reforms expert said that the Ashok Gehlot Government and the Rajsathan police had made history by arresting a paralytic.Women’s groups have decided to go to all authorities against this.

The assembly also raised the issue of the case of the murder of domestic worker Sonu where the police refused to respond to the missing report of the parents and the husband and instead said that Bengali women like to have sex with other men and that she would return in a few days. The family and the members of the domestic workers union ran around urging the police to respond. Finally, eight days later the body of Sonu was found close to the SP office. The manner in which the police had handled this situation was taken up strongly with the senior police officials and an SP was appointed to investigate the allegations. Her case was also taken up strongly.

When a delegation from the dharna tried to go into the Vidhan Sabha to meet the Chief Minister they were told that all the people could go but Kavita Srivastava as she was in the prohibited list of persons from entering the Vidhan Sabha. The entire group condemned the Ashok Gehlot Government and decided that they would not go into the Vidhan Sabha. From informal sources we were told that other activists were also put on this list of those prohibited people. The assembly has decided to attack this clipping of democratic rights.

The meeting concluded with a resolve to call a meeting of all activists urgently and build a movement for the justice of Seema. They also decided that they would build a campaign against this list prohibiting people from entering the VIDHAN SABHA
