#India – Narendra Modi conspired to instigate Hindus post Godhra

Zakia Jafri‘s lawyer on Saturday alleged before a court here that Gujarat Chief Minister Narendra Modi had conspired to instigate Vishwa Hindu Parishad workers and other members of Hindu community after the Godhra train burning incident in 2002.Ehsan Jafri, Zakia’s husband and former Congress MP, was one of those who were slain during the riots across Gujarat after the Godhra incident.Advocate Sanjay Parikh, Jafri’s lawyer, made the allegation during the argument before Metropolitan Magistrate B J Ganatra. The court is hearing Jafri’s petition against closure report of Special Investigation Team which gave a clean chit to Modi and others in the face of the charge of complicity in the riots as levelled by Jafri in her complaint in 2008 before the Supreme Court.

“After the Godhra train burning incident, a large number of kar sevaks indulged in provocative slogan-shouting at Godhra railway station and the situation was tense…And what he (Modi) did was to call VHP Gujarat general secretary Jaideep Patel to go to Godhra and Patel instigated other VHP men and Hindus against Muslims. Therefore, Modi conspired with Jaideep Patel to instigate negative and aggressive feelings of RSS, VHP workers against Muslims,” advocate Parikh contended.

“Real conspiracy began with this instruction to Patel. He (Modi) is the chief executor of the conspiracy,” Parikh said, adding SIT failed to probe this aspect of the case.Jaideep Patel, with 81 others, is facing trial in Naroda Gaam case in which 11 people from the minority community were killed.Jafri’s `protest petition’ demands rejection of SIT report and seeks further investigation by an independent agency. Her complaint accuses Modi of being involved in the conspiracy behind wide-spread violence and misuse of the state machinery during the riots.

“There was no need for the Chief Minister to inform a VHP man and be in close contact with him, knowing fully well that after the Godhra incident, tensions may escalate and what was required was restraint and specific measures to strengthen the law and order situation,” Jafri’s lawyer said.”He, therefore, committed an omission in not discharging his duty. He in fact, by his conduct allowed communal tension to escalate,” advocate Parikh alleged, opposing SIT’s conclusion that no case was made out against Modi and others.

Inaction on Modi’s part amounted to conspiracy and abetment, the lawyer said.He further alleged the state government was aware of heavy mobilisation for Maha Yagna at Ayodhya and still did nothing to control the situation by making proper security arrangement.Parikh also submitted a copy of a statement, dated August 15, 2009, given by the then senior state minister Suresh Mehta to SIT.”As per Mehta’s statement, he was sitting next to Narendra Modi in the assembly on February 27, 2002 when Modi said `Hindus should wake up now’. This shows his mindset against Muslims and that he wanted targeted violence against that community,” Parikh alleged.The hearing would continue on July 3.


Another Draconian Bill from Gujarat


The Gujarat Government has done it again! On February 26th 2013, it tabled ‘The Gujarat Irrigation and Drainage Bill, 2013’ which seeks to make it compulsory for farmers to get a licence to draw water from a canal or ground well beyond a certain limit and prescribes penal action including imprisonment against the errant farmers. 


In a year designated by the United Nations as the ‘International Year of Water Cooperation’, the bill is absolutely draconian in nature clearly aimed against the small farmer and heavily weighing in favour of industrialists and powerful vested interests.


The bill was passed “unanimously”, after the Opposition in the Gujarat Assembly staged a walk-out demanding that the bill have a wider consultation and that all contentious portions from it be deleted immediately.  The leader of the Opposition Mr. Shankersinh Vaghela stated “the bill was originally brought by the British who wanted to control the farmers. The State Government should withdraw the bill and form a committee to study it.”


The new bill seeks to replace the Bombay (Gujarat) Irrigation Act 1879 which was first enacted by the British 134 years ago. The bill has several contentious provisions, among them are:


  • farmers need a licence to draw water from canals or ground well beyond a limit
  • violations incur a six month jail term or a fine of Rs.10,000/-
  • those farmers who have their land near a canal have to pay for the water even if it reaches them by percolation or leakage
  • the appointment of “Canal Officers” with unbridled magisterial powers including to take into custody ‘erring’ farmers


On reading the bill, one is simply aghast at the way the farmer is targeted through this draconian bill. The sum and substance of this bill focuses on‘policing, penalties and punishment’ (P3).  The bill fails ‘in toto’ to have a comprehensive policy for water conservation and a participatory approach towards a precious natural resource which strictly belongs to the people.


At an important meeting convened under the banner of PUCL’s Prabudh Nagrik Shakti Manch in Ahmedabad recently, it’s Convenor Mr. Suresh Mehta (a former Chief Minister of Gujarat) unequivocally stated that “the bill violates the Constitution and of the right to liberty. It will leave the farmers at the mercy of the Canal Officer…..” 


Several social activists from across the State feel that this new bill is clearly of a colonial mindset where the rulers think that they can arrogate unquestionable powers to themselves and abrogate the rights of the ordinary citizen.  Over the next few weeks, Gujarat is bound to witness several public protests on this bill.  Already the PUCL has launched a public awareness campaign and a signature drive requesting the Governor of Gujarat not to sign the bill in the wider interests of the people.


The bill is clearly another anti-people piece of legislation strongly indicating that fascism has come to rule the roost in Gujarat!

In Gujarat What You See –is not What You Get #NarendraModi #Sundayreading

This is a story that beggars belief, and puts into the shade everything we have thus far known of Narendra Modi’s  prowess at chicanery and subterfuge.

Indeed, had a report on this not appeared in so impeccable a Daily as  The Hindu, even my first instinct might have been to say  “surely, this can’t be.”

Let me cite in extenso from the write-up authored by  the reputed Manas Dasgupta,  issue of August 13 from :

“Talking to journalists here, Mr.  Patel (once the redoubtable chief minister of Gujarat, and scion of the puissant Patel community, now fallen out of the BJP, and head of  the new Gujarat Parivartan Party) and Mr. Mehta (Suresh Mehta, another erstwhile chief minister, equally disaffected with Modi and the BJP and partnering Patel in the new party)  alleged that several thousand Muslims who greeted Mr.Modi during the fasts (reference to Modi’s  motley  ‘Sadbhavna ‘  campaign some months ago in ostensible pursuit of social harmony)  were in fact Hindus.”  Emphasis added.

Lest you think this a piece of disingenuous verbal engineering without basis of any sort  in evidence, here is the stunning bit:

“Mr. Mehta said that through a Right to Information plea he had got reply that on the direction of Mr.Modi, the Navsasri District Collector had purchased 28,000 skull caps, used by Muslims, and distributed them among BJP workers.  He said the  BJP workers wearing the skull caps and dressed as Muslims had thronged the ‘Sadbhavna’ venue.”  Emphasis added.

Need one add any sort of gloss to the  meaning of this story?

I have looked closely at subsequent editions of The Hindu and have not found any  repudiation of the report, or the least disclaimer.  Conclusion:  Manas Dasgupta knew what he was talking about. And kudos to the Collector of Navsari who has had the courage and integrity to say it like it is. Yet another Gujarati  braveheart.

At a time when  “corruption”  is so much a part of  “civil society” angst and discourse  in India, with campaigns led by the likes of Anna Hazare and  Baba Ramdev, both  Modi admirers,  one might ask whether  this  despicable fancy-dress transmogrification of identities referred to in the  story  comprises  corruption more corrupt than anything we have known, or whether this ought to be lauded as a piece of transcendant maya  authored by god himself.

To think that the authoriser (“on the direction of Modi,” says the RTI reply)  of such a cynical, and perhaps criminal, sleight-of-hand, as reported above, should be the BJP’s preferred candidate for the country’s  highest executive office!  Hindutva at its most creatively unethical yet?

What does seem intriguing, though, is the fact that three whole days since the report appeared in The Hindu (August 13)  not a squeak seems on the cards from any media outlet or public platform.  Even after one concedes the reality that a majority of India’s  electronic channels are Modi acolytes in line with overt and covert corporate interests, the deafening silence thus far seems to tell its own story as well.

In the meanwhile,  it is hard to say  how much of this was known to those vested Muslim groups in Gujarat who have been advocating  the desirability of rapproachment with Modi.  Ah, the lures of commerce.  But now that the cat is out of the bag, it may be harder for the Sangh Parivar  to fast forward the  interested untruth that  Muslims are not only so happy in Gujarat but are waiting to go over in droves to Modi, come the state elections this year.  Just as the revelation must also have its own fallout among the electorate in other parts of India, Bihar included.

The most important speculation must be whether this latest of Modi’s reported shenanigans  dents the awed loyalty that  his  support base among  well-meaning, piety-ridden  Gujarati  bhadralok (educated middle classes) bear to him.  After all, even they may rethink  their position about someone whom they have so venerated, but who  is now reported to have stooped so crassly low.

If not, then god alone may help Gujarat.
