#Mumbai- Special cell for crimes against women to finally take off on #Womensday

Mumbai: The Mumbai police’s crime against women cell (CAWC) will start functioning from Friday. The special cell will probe cases of rape, molestation, dowry and other atrocities against women. TOI was the first to report on the state’s initiative to start a separate investigation wing to probe cases of crimes against women.
While the state government had decided to set up the cell in January, the idea remained only on paper. On Wednesday, TOI reported that the cell had not been set up even 40 days after the proposal was cleared.
Home minister R R Patil will officially announce the formation of the cell at a function at the Gateway on Friday. The first-ofits-kind crime detection cell for women will be headed by a DCP.
“DCP Sharda Raut, who currently holds the charge of the police HQ, will hold the additional charge of this cell till we find an appropriate officer to lead it,” said a source.
The cell will be monitored by the joint commissioner of police (crime). It will have one DCP, two assistant commissioners of police, six police inspectors andtwo dozen police constables. The total strength of the CAWC will be 65. Police inspectors Sangita Patil and Neeta Phadke are the women officers selected to the cell. “The officers of this cell will be specially trained to tackle crime against women,” said Addl CP (crime) Niket Kaushik.
The functioning of the CAWC, which will have two units, will be similar to that of other crime branch units, which conduct parallel probes into major crimes in the city. “While one unit will probe cases of rape, kidnapping, molestation and harassment, the other unit will investigate cases like dowry and harassment by in-laws,” said JCP (crime) Himanshu Roy.
The CAWC will have its office in the upcoming building at the police HQ. Till then, it will operate out of the old administrative building.

#Punjab – Two minor girls raped at Malerkotla, Barnala village #Vaw

Malerkotla: Minor raped, 2 accused arrested

SANGRUR: Two minor girls were raped separately in at Malerkotla in Sangrur and at a Barnala village. The accused have been arrested in both the cases whereas in one case the villagers severely thrashed the boy. The badly injured boy has been referred to Chandigarh basedPGI hospital.

Three youths have been accused of raping a minor girl and out of the three, two were arrested in Malerkotla town on Monday. 
According to the information given by senior superintendent of police, Harcharan Singh Bhullar, based on a complaint given by the father of a 15-year-old girl, a case was filed against all the three youths, who are in their 20s.

According to the information provided, the girl who was raped by the three men was standing at a local bus stand to board a bus for Dhuri for going to her relative’s place. In the meantime, the three men came in a car and gave lift to the girl, who was raped by all three later at a secluded place.

After the incident, the girl informed her mother about what had happened and the father of the victim filed a complaint against the three men. The accused have been identified as Shamshad Ali and Mohammad Ali and Mohammad Latif; the latter was still at large.

The SSP further added that an investigation has been initiated into the case and the girl has already been sent for a medical examination.


Hyderabad Twin Blast: Police Arrest one suspect in Ranchi

Ranchi:  A man has been arrested in connection with the February 21 Hyderabad blasts, according to the information provided by police.
“A man identified as Manzar Imam has been arrested,” Superintendent of Police Vipul Shukla told media.
The National Investigation Agency (NIA) had been searching him for the last two years in connection with the Ahmedabad blast incident too and had visited Ranchi’s Bariatu area twice looking for him earlier.
The twin blasts in Hyderabad’s Dilsukhnagar had left 16 people dead.

Paradip, Odisha: Four people were killed when crude bombs exploded in Patana village of Odisha’s Jagatsinghpur district today. The village is considered to be a stronghold of groups opposing Posco’s mega steel project.Two others were injured in the explosions.Jagatsinghpur Superintendent of Police Satyabrat Bhoi said the police are probing the circumstances that led to the blasts.

But anti-Posco agitators alleged the bombs were thrown at them by rival groups supporting the steel project.

“Our people were attacked as they opposed the construction of a road from Patana,” Abhay Sahoo, president of the Posco Pratirodh Sangram Samiti, told the Press Trust of India.

South Korean Steel giant Posco signed an agreement with the Odisha government in 2005, but its project has been delayed because of protests over land acquisition and other bottlenecks.

Denying preparation of bombs by anti-Posco agitators as claimed by police, Posco Pratirodh Sangram Samiti (PPSS) president Abhay Sahy said, “Three of our men are killed in the attack by project supporters. Our people were attacked as they opposed construction of a road from Patana to Balitutha.”

CPI leader Rama Krushna Panda, however, claimed that three PPSS activists were killed and another sustained injured when the project supporters hurled bomb at them.

“We have already informed the police about the incident and sought ambulance to carry the injured persons to hospital. But, ambulance was yet to reach the village,” Panda alleged.

Four months ago, she was brutally raped by seven men who made a video-film on her and chopped off her hair.The 14-year-old, a class VIII student, has not had the courage to return to school since then. Her two younger siblings did not go to school for a month after the sordid incident. The victim’s family has decided to sell their small piece of land and migrate.

Across the village fields is the house of Manpreet Singh,22, the key accused. His father Gurjeet Singh, 54, and his elder brother Charanjeet Singh, 56, are co-accused in the case along with four others. Shinder Singh, 50, Gurjeet Singh’s brother, is the only one left at home to tend to the fields and the cattle. “Shoot us but don’t call my brothers and nephew rapists,” he says. Showing documents pertaining to a civil suit, Shinder Singh claimed: “We have been framed. The girl’s father had sold us a piece of land some years ago. When the price of the plot went up, he sought more money but we refused.”

An FIR was filed on October 20, 2012, alleging that Manpreet Singh and his friend Raju had forcibly taken the girl to a room 150 metres from her house and raped her . The victim’s further alleged that on October 14, the two called her up, asking her to meet them outside her house. They promised to delete the video-clip on her.

However, the two, who were accompanied by five others, took her away and raped her again. They cut off her hair and dumped her outside her house.

The Deputy Commmissioner said there was no scheme under which the victim could be rehabilitated. The Senior Superintendent of Police said the police had acted immediately on receiving the complaint and booked the accused.

Man held for trying to molest woman in Noida #Vaw

The son of a retired IAS officer has been arrested on charges of attempting to sexually assault a young woman who had come to a hotel to learn yoga, police said Sunday.

“We have arrested the accused, whose conduct has been most shameful,” Superintendent of Police Yogesh Singh said.

Police sources identified the young man as Vivek Sharma, son of Deo Dutt Sharma.

In her complaint, the victim alleged that the drunk man tried to force her into his car at a luxury hotel here. When she screamed for help, the hotel staff telephoned the police.

Posco Pratirodh Sangram Samiti to intensify agitation if land acquisition continues

“There was heavy fog when we found the police reaching Batatikira. They beat me up and other men, women and children,” said Posco Pratirodh Sangram Samiti member Manorama Khatua, referring to a lathi charge on agitating villagers on Sunday, when land acquisition for the Posco steel project resumed here.

Since January 14, hundreds of villagers had been agitating peacefully, forming a human chain, at Batatikira against further acquisition of land. On Sunday, demolition of vineyards and felling of trees here were stopped after hundreds came out to oppose the administration’s move to acquire more land. However, a senior administration official claimed that 80 per cent of the residents of Gobindpur supported land acquisition. During the day, 12 betel vines belonging to those who had given their consent for land acquisition were destroyed and they were paid compensation by cheque, the official said. The Collector and Jagatsinghpur Superintendent of Police were present at the spot. Samiti leader Abhay Sahu countered the administration’s claim saying that actually 80 per cent of the people were against handing over their land.

Millions of betel leaves were crushed as the vineyards came crashing down under tractors. Many growers who oppose the land acquisition drive stood mute, even as a few villagers accepted the compensation. Administration officials, who came back from Gobindpur after the Sangram Samiti demanded immediate withdrawal of police from the area, told The Hindu that land acquisition will continue.

Action Taken: Superintendent of Police (North) Vishram Borkar said the constable had been arrested and placed under suspension.

A policeman was arrested for allegedly molesting a woman on the pretext of conducting an investigation at her residence in Mapusa town near Panaji, police said on Tuesday. Constable Prashant Dawaskar, 30, was arrested on Monday after a woman lodged a complaint with Mapusa police that he, along with four other civilians, ransacked her flat and molested her, while trying to conduct a probe on a complaint against her husband, police said.
The woman and her six-year-old daughter were at home when the alleged offence took place, while her husband was out on his duty. The woman mentioned in her complaint that Dawaskar entered her house on Sunday at around midnight without a woman police constable and body searched her, amounting to molestation.
Superintendent of Police (North) Vishram Borkar said the constable had been arrested and placed under suspension. There was no formal complaint against the woman and the constable acted on his own, Borkar said. The woman alleged that all the persons entered the house forcibly claiming that her husband owed them money.


Tribal woman #Ledha raped by S R P Kalluri, Will the court punish him ? #Vaw #custodialrape

During an investigation, we came across the shocking case of a tribal woman who was raped by the Superintend of Police in North Chhatisgarh. This happened after she tried to get her husband to surrender before the police. Her husband, who had come to surrender, was shot in front of her eyes and then she went through this prolonged ordeal of gang rape. Two pertinent questions come to mind? How genuine is the surrender policy for Naxalites? We say that one of the achievements of the women’s movement is to have the law amended regarding custodial rape? But where is the law for the women of the toiling classes? Custodial rape incidents are blatantly on the increase. Should not the women’s movement focus on these issues?_ Eds.




This is the story of a brave tribal woman who is fighting for justice. Her name is Ledha. Perhaps she is the first tribal woman who stood courageously against a cruel, perverted Superintendent of police who raped her. She is fighting the case in Chattisgarh court.

She is from a small village in Sarguja district of Chattisgarh . She was married to Ramesh Nageshia, a tribal who was a member of the Maoist party. Just because she was married to him she was also branded as a Naxalite and was sent to jail on the charges that she was a squad member and participated in a land mine blast killing three CRPF personnel. She was arrested in the name Seema.  She was in jail for one and half years. She had conceived by the time she was arrested. She languished in the jail during pregnancy and due to malnutrition, she gave birth to a weak child. Due to the efforts of her lawyer Mr.Amarnath Pandey she got bail for one month to deliver the child. She was again sent to jail. Finally she was acquitted from the case.

Ledha’s advocate advised her to show the acquittal order at the police station so that the police would not harass her in future. Ledha went and showed the order of acquittal to the police. They pressurized her to make her husband surrender. They even lured her with an offer of money and a job for her husband. As Ledha had a child to look after, she was tempted by the offer. She innocently believed the cops and convinced her husband. She told him that even if something goes wrong, at the most he may have to serve imprisonment, but nothing worse than that would happen. She dreamt of having a nice future with her husband and the child.

The S.P of Sarguja District, S.R.P.Kalluri arranged for the surrender on May 28th 2006. As per his plans, the police force from Shankergarh, led by Mr. Kalluri himself, started off on the task. An additional force joined them in Kusmi. Ledha accompanied them. They got down from the vehicles in Kasmaar and went up to Civildagh village on foot. Ramesh Nageshia, Ledha’s husband was already waiting there. The police beat him up black and blue immediately on reaching near him. Then S.P. Kalluri asked both of them to sit in the Gram Panchayat secretary’s house. They both sat there talking. Assistant Platoon Commander Brijesh Tiwari of the Special Armed Forces came into the house. Suddenly he shot Ramesh at point blank range. A shocked Ledha screamed in terror. But Ramesh died on the spot. She was brought to S.P Kalluri. He ordered them to kill her also. But somebody said that after all she was a woman, so why kill her? Everybody laughed at this. She was taken to Shankergarh Police station and let off from there after thoroughly terrorizing her of dire consequences if she revealed what had happened in front of her eyes. A very usual story appeared in the daily news papers that there was an encounter in Shankergarh Police Station limits and a Naxalite had been killed.

She went back to her relatives’ place and did not dare to come out for some days. On 30th September 2006, when she went back to her village she came to know that the police were searching for her. She was picked up by them on Dusserah. After taking her to the police station they asked her to remove her clothes. When she refused to do so her parents were also brought there and they beat her father severely until she obeyed them. S.P Kalluri came and slapped her on her face. Ledha fell on the ground along with her child. When the child was uncontrollably crying, and the old parents begging him to leave her alone, S.P. Kalluri raped her. He went to the extent of such cruelty that he inserted green chillies into to her vagina. She was kept in the lock up and the next day Dheeraj Jaiswal, a notorious S.P.O came to her along with four other constables in a drunken state. They all gang raped her. This went on for ten days. All the time the child who cannot yet walk and talk, due to the trauma, used to fervently cry. Finally she was let off. A torn and shattered Ledha met the lawyer with great difficulty in January 2007. She filed a case against S.P. Kalluri and others in the Chhattisgarh High Court. The case was admitted recently.

A joint fact finding team initiated by CAVOW and PUCL Chattisgarh went on a 3day tour to Sarguja district. When the team met Ledha, who was in hiding (obviously for security reasons) she narrated her story to them. She is a brave woman who is determined to fight. She was feeling very guilty for believing the police and making her husband a victim. The pain was so intense in her eyes when she said “Dhoka Khaliye hum”. (we were betrayed.) She is a tiny lean figure. Her child Ranjita is very weak and traumatized. Whenever somebody touches her mother she becomes shaken and terrorized. She cries uncontrollably. The trauma is clearly visible on her tiny face. Ledha cannot work for her living as she has been fighting against the state and is in constant threat. But she does not want to give up. She says “Agar marna hai tho ladke marenge.” ( If death is for sure, let me fight and die.) When one of us asked what punishment should the culprits get? She said with out hesitating “mauth ki sajaa, aur kya?” (Ofcourse, death punishment. What else?)

It is not for the first time that the state is using rape as a weapon on women to “control” or suppress movements. But it is not every time that the victims can fight the state. It is not only because Ledha is brave. Such braveness is definitely required but it is due to the peoples’ movements and the support which Ledha is getting in her struggle that prompted her to fight. Ledha in any case is fighting. It is now the duty of all democratic minded people and the organizations to extend their strong support to Ledha. Let us realize that it is a fight Ledha can not do alone.
