Hyderabad: The much-discussed, on-line slot booking system for Aadhaar enrolment by calling 1100, is giving applicants a bigger head-ache.
Several applicants who called 1100 were shocked to find that they were given slots at midnight, though officials said this could be due to technical glitches which would be rectified soon.
The system sends an SMS to the mobile phones of applicants after registering their details through the IVRS, asking them to visit the respective enrolment centre with the necessary documents at the scheduled time specified.
Shockingly, the applicants have been receiving SMSes asking them to come to a particular enrolment centre at odd hours from 9 pm to midnight.
There were even cases where applicants were asked to come to the centres in the wee hours between 2 am and 5 am.They are also being asked to visit far-off centres despite having enrolment centres nearby.
Shocked applicants are clueless about whether to visit enrolment centres or not at these odd hours to get enrolled for Aadhaar.
Some applicants who got a slot between 9 pm and 11 pm, rushed to enrolment centres on Saturday only to find that the centres were closed. Such incidents came to light in Uppal, Amberpet, Banjara Hills, Himayatnagar, Sec-underabad etc.
The plight of senior citizens and women carrying kids waiting in front of enrolment centres at midnight was even pitiable.

Ex-encounter cop planned builder’s murder

Vashi: A retired state police encounter specialist and a shooter were arrested between Saturday late night and Sunday morning in connection with the murder of Navi Mumbai builder Sunil Kumar Loharia.
Two men on a motorcycle had gunned down the 50-year-old builder in front of his office in Vashi’s sector 28 on Saturday morning, moments after he got off his white BMW. Local people had caught one of the shooters, Venkatesh Shettiyer, 35, from the spot while the other, Wazid Qureshi, 28, managed to flee.
Qureshi was arrested from his home in Mumbra. And Emmanuel Amolik, the 62-year-old retired police officer, was arrested from Naigaon in Dadar late on Saturday night. Police said Amolik had paid a “supari” to Qureshi and Shettiyer to kill Loharia.
Navi Mumbai police commissioner AK Sharma said Shettiyer had spilled the beans during interrogation. “We arrested both based on what he told us. Investigations are on to find out if someone else is involved,” he said.
Amolik, an encounter specialist with the Maharashtra police, served at Thane, Solapur, Nagpur, and Mumbai before retiring as an inspector in 2011. He was an inspector in Navi Mumbai in 2004 and the CID had arrested him in 2003 in connection with a fake encounter.
“Qureshi has several cases registered against him in Mumbai,” Sharma said. “Qureshi and Amolik know each other for the past several years.”

All three have been booked. A Belapur court on Sunday sent Shettiyer and Amolik to police custody till February 22. Qureshi will be produced in court on Monday.
Additional commissioner Fateh Singh Patel said Amolik told them that he had a fight with Loharia more than a month ago over parking at Sanpada’s Moraj Circle on Palm Beach Road.
“He told us that Loharia had flashed his gun and threatened to kill him. He said he wanted to avenge his insult,” the officer said. “In fact, Amolik told us that he would have killed Loharia that same day if he had a gun. We are trying to find out how much he paid Qureshi and Shettiyer.”
Another officer from the Vashi police station said Shettiyer had told them on Saturday that they killed Lohariya over some property dispute in Kharghar. “After Qureshi and Amolik were arrested he, however, told us that he lied to mislead the investigators. We are questioning many people and trying to find out the real reason behind the murder.”
Loharia’s family conducted his last rites on Sunday evening. One of the family members said they were unhappy with the way the police were investigating the matter. Loharia’s son Sunny Kumar said the crime branch of the Mumbai police should investigate. He has written a letter to the chief minister as well, he said.
“We have given the names of a couple of builders and architects who we feel could be involved,” he said. “On Saturday, I got a call on my mobile phone asking me not to name a particular builder. I have told this to the police, but they seem very casual about it.”

#India- Chastity, Virginity, Marriageability, and Rape Sentencing #Vaw #Justice #mustread

ByI P Singh, TNN | Feb 11, 2013, 0

JALANDHAR: Even as a medical board set up to probe the alleged gang rape of a minor dalit girl is yet to finalize its report, police on Sunday added stringent sections of the Protection of Children from Sexual Offences Act, 2012, pertaining to ‘aggravated penetrative sexual assault‘, to the FIR.

Sections 5 and 6 of this Act have been invoked even as police officials till Saturday had been looking into “some grey areas” in the statement of the victim’s father. The Act also provides speedy trial by a special designated court.

Meanwhile, three accused arrested in the case after they surrendered before the police on Saturday were remanded in police custody till February 13 by a Nakodar court on Sunday. The three are distantly related to the girl and had pleaded innocence. However, the victim’s family has been holding on to the allegations it levelled on January 6, the day when the girl was first rushed to Lohian Hospital and then to Jalandhar Civil Hospital with life-threatening septicemia.

It was only after being shifted to the hospital that the family had alleged that the girl was raped on the night of January 28 in Mandhala Chhanna village. The girl was finally operated upon in Amritsar where her badly infected and ruptured uterus was removed by doctors to save her life and her intestine was repaired.

The victim’s family also alleged that on Saturday some “anganwari worker” visited their home and rebuked the girl’s mother, who fainted after that. She was rushed to the Civil Hospital in Lohian with the help of police personnel posted in the village on Saturda

Tragedy was averted in the dark alleys of Shivaji Nagar on Saturday evening, thanks to the united efforts of locals to protect one of their own. A two-year-old narrowly escaped being sexually abused by a 17-year-old boy around 6.30 pm at Shivaji Nagar.

The victim and the accused are both residents of the same locality. As the girl played near her house in the evening, the teenager lured her with a chocolate and took her to a deserted area nearby.

He then allegedly started undressing her, when the child’s relative who lives in the locality spotted him, and approached him to find out what he was up to. Scared, the boy got fled from the spot.

The relative then raised the alarm, and with help from other locals, caught the teenaged offender, hauling him to the Shivaji Nagar police station thereafter.

The accused has been arrested under Section 354 of the IPC (assault or criminal force to women with intent to outrage her modesty). “The accused was brought to the police station by the locals,” said investigating officer Ajit Sawale.

According to the police officials, documents submitted by his parents suggests that the accused is a minor, but medical tests will be conducted to verify the same.

Only after the confirmation will it be decided whether to produce the accused in a juvenile court or not. Meanwhile, the 17-year-old has been denying all the allegations levelled against him by the victim.

Freed from jail, man rapes, murders 9-year-old girl
According to the police, the accused took the child to a secluded place, raped and murdered her before burying her body.
PUNE/NASHIK: A 32-year-old man, who had been acquitted last year by the high court of all charges in the rape and murder of a nine-year-old girl at Sinnar in Nashik district in 2003, was arrested on Friday for allegedly committing a similar crime — the rape and murder of another nine-year-old girl at Shirdi in Ahmednagar district. The man, Sunil alias Pappu Suresh Salve, had also been arrested in three more similar cases in 2002. It wasn’t known whether those three cases involved minor girls.

Speaking to TOI, inspector Datta Pawar of theShirdi police, who is investigating the Shirdi case, said Salve kidnapped the girl on December 28 last year. “After raping and killing her near the Sainagar railway station in Shirdi, he buried the body. After his arrest, we exhumed the girl’s body and conducted post-mortem.”

Pawar said in the Sinnar case, Salve, who is from Nashik, was given death sentence by the Nashik district court. “However, the high court subsequently acquitted him. He was released from the Nashik central jail on May 28, 2012, after completing his sentences in the earlier cases. Since then, he has been living in Shirdi with his wife and two children,” he said.

Pawar said Salve and the girl lived in the same locality in Shirdi. “On December 28, when the girl didn’t return home from school, her parents began searching for her and Salve helped them in the search. While investigating the case, another girl told her parents that she had seen the victim with Salve in the afternoon of December 28,” Pawar said. When Salve heard this, he fled Shirdi.

Police teams were formed to track down Salve. On Friday, police learnt that Salve had called up his wife and asked her to come to Manmad railway station. “We laid a trap and nabbed him. During interrogation, he admitted to having raped and murdered the girl,” he said.

Buried girl’s body

Pawar said Salve revealed that the girl was going to school when he asked her to come with him to find his 12-year-old son. “As the girl knew Salve, she went with him. He took her to a secluded place near the railway station and raped and murdered her. He buried the body and returned home,” he said.

Salve sold photo frames outside the Shirdi temple. He was produced in court on Saturday and remanded to police custody till January 17. “We are probing whether he has committed any other crimes after being released from jail in May last year,” Pawar said.

Sunita Salunkhe-Thakre, additional superintendent of police (Ahmednagar), confirmed that the high court had acquitted Salve in the Sinnar case. She said in 2002, three similar cases were registered against Salve by Ambad and Nashik road police stations. “In the case registered by the Ambad police, Salve was charged with kidnapping and rape and sentenced to six years’ rigorous imprisonment. In the two cases under the Nashik Road police station, he was sentenced to seven years’ rigorous imprisonment for kidnap, rape and murder in one, but acquitted of kidnap and rape in the other,” she said.

An organization working for nomadic tribes blocked roads in Shirdi on Saturday to protest against the crime. State agriculture minister Radhakrishna Vikhe Patil met the parents of the victim and announced a financial assistance of Rs 1 lakh.

Inspector general (special) Dhananjay Kamlakar of Nashik Range said police superintendents have been told to examine judgments in such cases before deciding on the legal course of action to be taken.

The incident took place in Sidhaav village in bordering Fatehpur on Saturday morning when the accused, Narvada Nishad, barged into the house of the 16-year-old girl, Radha Sonker (name changed) and after beating her brutally, strangled the hapless girl to death even as the villagers looked on.

The killer managed to escape unchallenged. The villagers later informed the Bahua outpost police about the incident who reached the village and sent the body for postmortem.

The girl was allegedly raped by the accused in December last. Subsequently, the girl’s father had lodged a case in this regard with the district’s Lalauli police station alleging that Narvada Nishad had raped his daughter. The matter was sub-judice.

Village sources said about a week ago, the accused had threatened the victim and her family members of dire consequences and pressurized them to withdraw the complaint, but they refused to do so. Moreover, the statement of the rape victim was recorded before a magistrate three days ago.

Police claimed that angered over this, Narvada Nishad barged into the girl’s house when her parents were away at work. Radha, who was sitting near the main entrance of her house, tried to run inside but the accused pounced upon her and dragged her outside the house.

After brutally assaulting her, he strangled her to death in full public view and escaped.

The rape victim’s kin said they had informed the police about the regular “threats” from the accused but they failed to take any action.

Police said a search has been launched for the absconding accused.

Deputy superintendent of police Santosh Kumar Singh said: “A case has been registered under relevant sections of the IPC. We are on the lookout for the accused and will nab him soon.” However, he had no reply when asked why the police didn’t take any action on the girl’s complaint.

Tension prevailed in Sidhaav village over the murder of rape victim. “Additional police personnel have been deployed at the village as precautionary measure,” informed another senior police official.
