HyderabadRevenue minister Raghuveera Reddy has warned that those who have occupied SC,ST lands and not handed  it over will be booked and sent to prison.

 

The minister made this statement at the revenue conferences in the state Assembly on Tuesday. He said 4.5 lakh acres of SC,ST land have been occupied in the state by others and 2.5 lakh acres were recovered and returned to the community.

The remaining land will be recovered and returned to the SC,STs. In the seventh and final phase of the land distribution programme, the government will distribute every acre of land fit for cultivation. So far, 75 lakh acres of government and forest land were distributed among SC, STs.

The  minister further  said, 4.7 lakh petitions were received in the ongoing revenue conferences that started  on March 21, and 1.26 lakh petitions were cleared on the spot, 5,996 petitions were rejected and the remaining were under process. Petitions will be cleared in 90 days, the minister assured.

Commenting on the Minister’s statement the Opposition members expressed their objection on conducting of revenue conferences when the Assembly was in secession. Reacting to this the revenue minister said, so far except three to four ministers, all the ministers, and 70% of the MLAs participated in the revenue conferences. The conferences will continue till April 10, so that the MLAs can participate as Assembly Session will be is over, the minister said.

The Supreme Court on Friday declined to hear a plea for disqualification of MPs and MLAs charge sheeted for crime against women but agreed to go into issues of fast track trial of rape cases and implementation of laws for safety of women.

The apex court, which was hearing two PILs filed after the December 16 gang-rape incident, said it can only give notice to the government on limited issues as some of the prayers made in the petitions were beyond its jurisdiction.

“The issue of disqualification of MPs and MLAs is not in our jurisdiction,” a bench comprising justices K.S. Radhakrishnan and Dipak Misra said.

“What is our power on MPs and MLAs. Obviously, such a sweeping relief can’t be sought,” the bench said referring to the prayer made for a direction for suspension of MPs and MLAs who have been charge-sheeted for crime against women.

The bench, during the hearing, suggested that the PIL petitioners should have taken a ground that if the investigation into the cases was not up to the mark, it should be treated as “misconduct” on the part of the Investigating Officer.

The bench also asked the government to apprise it about the terms and references of justice J.S. Verma committee which was set up to review and strengthen the existing law on rape and offences against women.

While the submission was made about the disqualification of politicians facing criminal cases, the bench observed that without going into the status of a person in life, they should be put on fast track trial.

The bench was told that out of 4835 MPs and MLAs in the country, 1448 are facing criminal cases.

However, the bench said at the moment it was not concerned with the issue and decided to hear the PIL on the limited issues.

 Some 57 Members of Legislative Assembly elected by Gujarat in the December polls face criminal charges, including that of rape and murder, while nearly three-fourth of them are crorepatis, up from 31 per cent in the 2007 elections, according to data analysed by the Gujarat Election Watch.

The data shows that one-third of MLAs belonging to the Congress as well as the BJP have declared criminal cases.

The top three richest MLAs are from the Congress with Balvantsinh Rajput from Sidhpur constituency having assets worth Rs. 268 crore, followed by Rajguru Indranil from Rajkot East with Rs. 122 crore and Pethalji Chavda from Manavadar constituency with assets worth Rs. 82.90 crore.

Of the 57 MLAs facing cases, charges have been framed against 35 MLAs for various crimes and 24 face serious offences. In 2007, 47 MLAs had criminal charges against them.

BJP MLA from Shehra constituency in Panchmahals district Jetha Bharwad, who had allegedly opened fire and injured four people at Tarsang village during polling on December 17 and was detained by the police, has a charge of kidnapping and inducing a woman to compel her for marriage, and two others of rape and extortion. Bharward, a former suspended police constable, faces a case of forgery. The MLA has not been convicted so far.

Janata Dal (United) strongman from tribal constituency of Jhagadia in South Gujarat’s Bharuch district Chhotu Vasava has 28 cases against him, including nine of dacoity, seven theft and three murder. Charges have been framed in 28 cases.

BJP veteran from North Gujarat Shankar Chaudhary has three murder cases. He won from Vav constituency.

THIRUVANANTHAPURAM: For the first time, digital ayes and nos are going to play a role in the presentation of a private bill in Kerala assembly.

The bill, being moved by MLA VT Balram, is aimed at the formation of an authority to protect the nurses and paramedical staff working in private hospitals in the state.

Balram, handpicked by Rahul Gandhi to contest from Thrithala, has posted his draft bill on Facebook, inviting all to respond to the initiative. The draft was also posted on a Google group in which he is an active member.

As expected, Balram got 144 likes and 88 comments on the website. Thrilled by the response, Balram said he hoped to incorporate all valuable suggestions when the bill is finally presented during the next session in May. Balram ruled out the chance for privilege issues haunting his unconventional move. “I have taken the permission from the Speaker‘s office,” he said.
