Dalit woman kills self over police ‘harassment’ #Vaw

TRIPUNITHURA: A 32-year-old housewife committed suicide on Friday after she was allegedly harassed by a group of police personnel at Hill Palace police station. The victim was identified as Sunitha alias Mini, from Mathur Colony. She ended her life by jumping in front of a speeding train near Mathur level cross in the wee hours of Friday.

Sources said the dalit woman was allegedly harassed by a few policemen at the station after her husband Babu was booked in connection with a case. Two weeks ago, the police had registered a case against Babu for allegedly attacking the owner of a super market near Eroor. Based on the complaint filed by the store owner, police registered a case and launched a hunt to locate Babu, who was absconding after the incident. As attempts to trace Babu failed, a police team started visiting his house on a regular basis. On Thursday, the police summoned Mini to the station and allegedly kept her in custody from morning till evening. The police team grilled her at the station for hours to collect information on Babu’s whereabouts.

Family members said that when Mini returned home that evening, she was emotionally disturbed. Local residents alleged that the police team, which used to visit the house in search of Babu, used to harass family members. Following Mini’s death, Babu returned home on Friday. The body was handed over to family members after autopsy.

Locals brought the body to the police station premises and staged a protest demanding action against the police personnel who harassed Mini. The situation was brought under control after police deployed more personnel at the spot to prevent any untoward incident. Later in the evening, the body was cremated at the municipal crematorium.

UP murder suspect allegedly injected with acid by police dies, 3 suspended #WTFnews

A murder suspect was given injections of acid and kerosene during police questioning in Uttar Pradesh, following which he fell sick and died in a hospital. Three errant policemen were suspended, an official said on Saturday.

Accused Balbir was brought to Avagarh police station in Etah district on Thursday and allegedly made to sit on a hot plate and given injections of acid and kerosene.

He died of infection and lacerations at a hospital in Lucknow on Friday evening, police said.

Family members of Balbir alleged that police tortured him to force him to confess to the crime.

Deputy Inspector General of Police, Aligarh, Prakash D. said that Etah‘s Senior Superintendent of Police Ajay Mohan Sharma suspended sub-inspector Shailendra Singh and two others.

A case has been registered against the errant policemen and a magisterial probe ordered into the incident, a police official said.

Madhuri from Jagrit Adivasi Dalit Sanghatan has been arrested today afternoon in a case that was filed against her and others as a result of protests for forcing a pregnant woman i.e. Baniya Bai who was in a critical condition and was in labour to deliver in full public view just outside the Menimata PHC.
The case was filed against Madhuri, Baniya Bai’s Husband, Basant and others by the compounder and was registered as FIR No 93 of 2008. Madhuri and others had received a court notice to appear in the Court of Shri D.P. Singh Sewach, JMFC on 16th May. Madhuri appeared and was informed that the police had filed a closure report (khatma) but had not stated clear reasons for the closure and therefore the report was refused. Madhuri was arrested from the court complex. She has been remanded in JC till 30th May 2013 and will be placed in Khargone women’s Jail.
This case of baniya Bai is also part of the writ petition filed in the High Court Of MP, Indore Bench in which the status of maternal health services was raised in light of 29 maternal deaths recorded in a span of 9 months in barwani DH.
Details of the case are as follows:
 
A ST resident of of village Sukhpuri, Barwani. Baniya Bai was taken to the Menimata PHC for delivery by her father-in-law, Dalsingh, on the night of 11 November 2008.  They made the 15 km journey on a bullock cart because no other transport was available.  After admitting and taking a cursory look at her, the compounder, V.K. Chauhan, and nurse, Nirmala, left the PHC and went home.  
 
The next morning, Baniya was forced by the compounder and the nurse to leave the hospital.  Her family was asked for Rs. 100, which they did not have and so Dalsing immediately went to get money from their village.  Despite attempts to re-admit Baniya Bai to the PHC, the compounder flatly refused saying that they could not manage the delivery so she would have to go to Barwani DH or Silawad Hospital. 
 
Baniya’s relatives tried to get the Menimata hospital compounder, nurse and staff to call for the Janani Express, but were unsuccessful. The family was told to make its own arrangements to refer to a higher hospital.  When forced to leave the PHC Baniya Bai crawled out of the labour room, on to the road outside the PHC, where she lay down in severe pain.  
 
Eventually, Baniya’s mother-in-law, Suvali Bai, went looking for a Dai in the marketplace and found Jambai Nana, who had come to market collect her wages. After hearing about Baniya Bai’s situation, Jambai agreed to assist her, and at around 12PM, conducted a normal delivery on the road outside the hospital. The father-in-law gave his dhoti (loin cloth) to provide cover for Baniya Bai during delivery. Following this incident, a crowd gathered outside the health centre. 
 
Madhuri was passing by, inquired about what was happening. She then called up the Silawad CHC, the Silawad Police Station as well as health officials from Barwani. Upon being informed, senior officials from the health department ordered for a vehicle to be sent immediately to the Menimata PHC. After being denied emergency obstetric care and being forced to deliver in public view, Baniya Bai’s and her child were taken to the Silawad Hospital for admission. The compounder was suspended after repeated demands for action from JADS, but was soon reinstated.

Punjab – Minor Dalit girl raped by two brothers in Punjab #Vaw #WTFIndia

Moga: A 17-year-old Dalit girl was allegedly raped by two brothers, also related to the victim, police said on Sunday.

Joginder Singh and Swaran Singh, both residents of Rauwal village, allegedly raped the girl on the evening of May 10 when she was alone in her house, they said.

The duo escaped after the victim’s mother arrived in the house and caught them in the act, police said, adding that the accused were relatives of the girl.

A case has been registered and a special investigation team has been constituted to probe the case in which no arrests have been made so far.

Chhattisgarh – Bastar tribals demand CBI probe #indigenous

RAIPUR: Enraged tribals of Maoist hotbed Narayanpur district in tribal Bastar region of Chhattisgarh are demanding a CBI probe into the alleged police encounter of two villagers in Maronaar village near ChoteDongar on April 30.

A joint team of COBRA battalion, CRPF and district force claimed to have gunned down Maoist cadres of Duala Dalam Phool Singh and Jai Singh. Since then police have been facing severe protest from 84 villages in the vicinity against the killing.

Talking to TOI, Panniram Wadde, president of tribal Gond community in Bastar said, “On the night of April 30, town inspector Vijay Chelak and sun-divisional officer of police B N Baghel dragged three brothers of the family to the police station and after brief interrogation, police relieved Ram Singh, keeping Jai Singh and Phool Singh in the custody. Next morning their mutilated body was found in the jungles of Maronaar, few kilometre from the police station. Aged between 30 and 35 years, both the villagers were involved in farming.”

Wadde said, the police had also claimed to have found four muzzle loading guns, one USA made pistol, one country-made pistol, couple of grenades and tiffin bombs, detonators and Naxal literature in their camps, but the fact was that they were dragged empty-handed from their homes. Panniram alleged that the police had fabricated the encounter by beating them and made them wear Maoists uniforms, killing them in the forests.

More than 10,000 agitated villagers from 84 nearby villages gheraod the police station in protest demanding CBI probe in the case. “Not only did the police kill them, they also buried both the bodies in the same ditch after conducting post mortem,” Panniram said adding that the body was not handed over to the family.

Comrade Niti, commander south Bastar CPI (Maoist) called up newsmen at midnight, to point out that it was not the first time that police victimized innocent villagers. “When they fail to trace Maoists they assault villagers and kill them fabricating the incident as an encounter. This time too the police have killed two innocents. CPI (Maoist) strongly condemns the incident,” she said.

In another incident, a member of Gond community, Pramod Potai, said that more than 30 villagers of Kukrajor region, 10 km from Narayanpur, were admitted to a hospital after being brutally beaten up by the police. “The CRPF base camp was attacked by Maoists on the intervening night of Tuesday opening firing at policemen. Though there were no casualties, soon after the incident police came to the village thrashing them for not passing them information about planned firing,” said Potai. Condition of five villagers is said to be critical.

The police today booked an assistant professor of Rajindra Medical College for allegedly making cast-based remarks against an MBBS student. The FIR comes ten days after Raj Kumar Verka, vice chairman, National Commission for Scheduled Castes, visited Patiala, met the aggrieved student and directed the Patiala police to register a case.

Teaching staff of the college is up in arms against the “one-sided act” of the police.

The police said the FIR was registered against Rajindra Medical College assistant professor Dr Harsimran Singh on the complaint filed by MBBS student Anmolpreet Singh. In his complaint to the police, Anmolpreet stated that the accused professor had passed caste-based remarks against him in front of the entire class.

Following the complaint and a preliminary probe, the police registered a case under Sections 3 (1), (10) of the SC, ST Act 1989 against the accused at the civil lines police station.

Sources said it was only after the chairman of National Commission for Scheduled Castes asked the district police chief to register a case that the accused was booked. They said the accused could be arrested anytime as the sections were non-bailable. However, with over 100 students as witnesses and many of them willing to give their statement in the case, the police might take more time to investigate the matter. “While some students have backed the victim, others have told us a different story,” said a police source.

Patiala SSP Gurpreet Singh Gill said they were investigating the matter and statements of witnesses would be recorded. “It is too early to say anything but we are sure the investigation will be done in an impartial manner,” Gill said.

Teachers from the general category are opposing the registration of the case, claiming that the student was under the influence of a senior professor, who was known for using such tactics to settle personal scores.

Seven similar complaints had been received — three at the medical college and four at Rajindra Hospital. In August 2012, three such complaints were filed by Class IV employees of the hospital. However, following investigations, it was found that none of the complaints were genuine.

“We are for strict punishment against anyone using caste remarks against anyone but it is hard to believe that an assistant professor would use such words in a classroom without a valid reason,” said a senior doctor. “Such cases will cause a rift instead of bridging it and we demand an impartial probe. Till then, those involved in the case should be shifted from their positions so that students are under no pressure,” he said.

Rediff.com Publicly apologise for failure to ensure safe chat space for women #Vaw #Online

Rediff.com

Sir,
Mr. Ganesh Nadar fom Rediff had contacted me yesterday to participate
in a live chat today, and I agreed. Mr. Onkar Singh from Delhi‘s rediff
office came to my office today to facilitate the chat, which was to take
place from 2 pm to 3 pm. The chat had been advertised as an opportunity
to chat with me as one of the activists involved in the recent
anti-rape protests.
During the chat, someone with a handle ‘RAPIST‘
repeatedly intervened in capital letters. In one ‘question’ he said,
“Kavita tell women not to wear revealing clothes then we will not rape
them.” The same man then posted another question several times: “Kavita
tell me where I should come and rape you using condom.” Both questions
were in block capitals and very visible. Mr Nadar initially said live
chats cannot be ‘screened’ – which I know for a fat is not true since I
have been in such chats with other media groups. Later Mr Nadar said
that the man in the Rediff Mumbai office monitoring the chat failed to
spot the ‘RAPIST’ because there were ‘so many questions.’ I find this
difficult to believe since this was the only handle in capital letters
and the questions were also in capitals.
Yet, no one from Rediff
did anything to screen the guest – me – from such offensive questions,
or to block someone with a handle of ‘RAPIST’ from the chat!
Mr.
Ganesh Nadar has informed me that Rediff has taken a screenshot of the
chat and is filing an FIR and sending the screenshot to Worli cyber
crime labs to identify the ‘RAPIST.’ But I am yet to get a copy of the
screenshot though I have asked for it; excuses are being made. I am also
yet to receive the FIR number. Mr Nadar is very vague and contradictory
about why the transcript of the chat is yet to be posted; whether the
RAPIST’s questions will be screened there; whether I will receive a
screenshot or only the transcript (which will only have the questions I
responded to); and other queries that I have.

I demand a public  apology from Rediff for its failure to ensure that a chat organised by
them was a safe space for me, a woman. Condoning and allowing such
intimidatory behaviour against women keeps women out of the online space
- just as rape keeps women off the streets. I resent this intimidation,
and in this instance, hold Rediff squarely responsible for failing to
keep ‘RAPIST’ out of the chat.

“Delhi Cops just tried to sexually assault me and beat me , while I was waiting  with a friend  outside 24 7  to get some  food and beverage . When  I told them  that they have no right to touch me  ( there was no woman officer ), they said this is just trailor more will follow”

Delhi Police Commissioner – The Buck Stops With You #Vaw #Rape


Prevent and Respond to End Violence against Women and Girls

We, the undersigned women’s organizations and concerned citizens, express our strong condemnation of the rising incidence of heinous crimes against women and girls in Delhi. This continues in spite of an unrelenting campaign by women’s groups and civil society over the past many months. The recent rape and sexual torture of a 5-year old girl in Delhi once again highlights that the police and administration continue to respond to crimes against women casually, in gross violation of the law.

Delhi and the National Capital Region is not a safe place for women and girls, either inside the home, in workplaces or on the streets. This is evident from the ever-increasing incidents of rape and other sexual crimes against women and girls. This is a shameful indicator of the inadequate response and abject failure of State agencies to uphold the rights and safety of  women. It is time that the government and its entire machinery, including the police, institute mechanisms and practices that will end impunity for all forms of violence against women..

We call on the Delhi Police to carry out efficient and time-bound investigations and take measures to ensure a speedy trial leading to stringent punishment in all cases of sexual violence. The police must also ensure that they take urgent necessary steps to ensure a competent, legal and sensitive responses by its personnel at all levels. We can wait no longer.

We demand that the following measures be undertaken by the police authorities on an emergency basis:

1.     Registration of a case under Sec. 166A IPC against the Investigating Officer of P.S. Gandhinagar , for not investigating the case of sexual violence in accordance with law.

2.     Action against supervising Police Officers – SHO – for failure to discharge their responsibility in supervising the investigation.

3.     Action against all concerned police personnel of P.S. Gandhinagar, for failure to comply with the directive of the Supreme Court of India to immediately register a case of a ‘missing child’ and promptly investigate the same.

4.     Investigation into the allegation of bribe to the parents to hush up the case.

5.     Standardized investigation procedures to be circulated to all police stations, with action taken against police personnel who do not implement them properly;

6.     Increased sensitization, effective investigation and accountability of the police at all levels in dealing with all crimes against women and girls.

7.     Immediate relief, legal and medical assistance, and long term rehabilitation measures including counselling to be provided to survivors of rape, through necessary referrals and without delays.

8.     Ensure that all areas that are vulnerable and unsafe be referred to the appropriate authorities to improve infrastructure to make cities safer for women and girls.

Delhi minor Rape –Time to teach Delhi Police a Lesson ? #Vaw

A five year old girl is now in a critical condition in a Delhi hospital after being brutalized and raped by a neighbour. The Delhi police, which has dealt with the situation with its characteristic incompetence, first refused to file an FIR when her parents went to the police station, and then, tried to bribe the girls parents with two thousand rupees so as to ‘hush them up’. Subsequently,a young woman who tried to protest against the behaviour of the police at the Dayanand Hospital were the girl was initially taken for treatment was slapped by a policeman, an Assistant Commissioner of Police, in full public view. His actions have been recorded on video. It is believed that the policemen who tried to bribe the victim’s parents and the policeman who slapped the young woman have been suspended.

But can the suspension of a few individuals address what is obviously a deep rooted culture of misogyny within the Delhi Police? Is more severe and strict action that goes right to the top and to the source, not necessary in order to send a signal that this kind of behaviour within the police force cannot be tolerated? Must Delhi’s police commissioner not be compelled to resign, for his abysmal failure in terms of dealing with sexism and for failing to address the contempt for citizens that is now clearly endemic to the Delhi Police’s work culture?

Can we take this daily routine of insults lying down? How long can this continue?

The young women and men of Delhi displayed exemplary fortitude and courage in the days following the tragic events of December last year when they took on the full might of the administrative, police and political apparatus in solidarity with the suffering that one of their own had to undergo. Clearly their coming out on to the streets has not changed anything insofar as the conduct of those in power is concerned. There has to be a change of plan.

A protest is planned today in the morning at 11 am in front of the Police Headquarters at ITO in Delhi. It would be good to see a lot of people turn up and say to the police that they have just had enough now.

Perhaps it is time to hand out an ultimatum. Either those at the helm of the Delhi Police offer time bound, concrete plans for how they intend to take steps that will ensure that policemen behave themselves while dealing with citizens, especially young woman, either the police commissioner resigns, or is hounded out of office, or the young people of this city take it upon itself to teach these hooligans in uniform, regardless of their rank, a lesson that they will not forget, in a manner, and at a time of their choosing. Care must be taken to ensure that protests do not turn violent, for that would be pointless. But there are many other ways, besides violence, of turning this city ungovernable, if the police and the administration once again demonstrate that they don’t really care about our lives, our rights, our dignity.

We have had a winter of discontent. Could this now be the beginning of a summer of open, outright rebellion? Only the coming days can tell.
