The police has registered a report against 16 people for being part of a tribal panchayat which punished a girl recently, for allegedly eloping, by cutting off her hair in public.

The tribal panchayat at Chikhlar village situated about five kilometres away from Betul district headquarters also punished the girl’s uncle for allegedly eloping with her, by making him run around with a garland of shoes and a grinding stone tied to his chest.

Though the girl aged about 18 pleaded that her uncle had kidnapped her from the village market, the tribal panchayat allegedly did not listen to her pleas and insulted her.

The villagers vociferously have protested against the police action yesterday before the Superintendent of Police (SP) office here, demanding that the report be withdrawn.

They also justified the action of their panchayat as it was their “tradition”.

Terming the panchayat’s decision as illegal, the police said that a case has been registered and a further probe is on.

So far, 13 persons have been arrested and released by the police on a personal bond and a search is on to trace the remaining three culprits.

The police had intervened following a tip-off by an anganwadi worker and the girl’s family members spoke out against the panchayat diktat.

Her uncle who has been accused of eloping with her three months ago, was married, with two children.

He returned to the village on March 19 after which the local tribal panchayat met on March 20 to issue the diktat, police sources said.

A doctor and his accomplice were charge sheeted today for allegedly abducting and raping an 18-year-old Dalit girl, police said.  The doctor, Praveen Kumar Saini, and his friend Deepak Kumar abducted the girl from Haibatpur village under Charthawal police station area when she had

stepped out of her home to relieve herself on January 16, police said.

The duo raped her, they said, adding, police today filed charge sheet against the accused. Praveen has already surrendered in court, while the other accused is still absconding, police said.

The victim was medically examined to confirm the rape and her statement has been recorded in court, police said.

Dalit rights activist and Bahujan Samaj Party member Chandrakant Jaywant Gaikwad (30) was shot dead by assailants in front of a dhaba in Jamb village of Indapur taluka in Pune district on Tuesday morning.

A case was registered against Satpal Mahadev Rupnavar (22) of Jamb, a “notorious” goon and historysheeter, his aide Santosh alias Lubya Chandalkar and three others at the Walchandnagar police station on the complaint of Dada Shivaji Jadhav (32) of Jamb. Jadhav was with Gaikwad when the latter was shot.

Police suspect the assailants wanted to eliminate Jadhav, with whom Rupnavar had a dispute, but he managed to flee.

Inspector Dashrath Patil said Gaikwad, a resident of Jamb, had come to Mahalaxmi dhaba to meet Jadhav. Around 10 am, the assailants reached there in a jeep and an argument ensued between Jadhav and Rupnavar. As Jadhav managed to escape, Rupnavar allegedly fired at Gaikwad from his revolver and fled.

The incident has created panic in several parts of Indapur. Nearly 300 policemen have been deployed in Jamb to maintain law and order. Senior police officers, including DySP Manoj Lohiya, visited the crime scene. A hunt is on to nab Rupnavar and his aides.

Meanwhile, Dalit activists held agitation and burnt tyres to protest the murder. Gaikwad was known to be an office-bearer of the Rashtriya Dalit Nyay Hakka Samiti, Indapur Taluka.

 

#Mumbai- Girl jumps out of auto to foil molestation bid #Vaw

A teenaged girl jumped out of a moving autorickshaw to save herself from the clutches of three men, who allegedly tried to molest and kidnap her, in Mumbra township of neighbouring Thane district, police said on Friday.

The 17-year-old girl boarded an autorickshaw on a shared basis along with two men in Mumbra yesterday morning.

However, when she realised that the autorickshaw driver was taking the vehicle on a different route, she raised an alarm, police sub-inspector Chihvad Shetty said.

But, the men sitting besides her allegedly tried to molest her in the moving vehicle and assaulted her.

However, the girl managed to jump out from the moving vehicle to save herself and later went to Mumbra police station and filed a complaint against three unidentified persons, including the autorickshaw driver, Mr. Shetty said.

Police have registered an offence under sections 366 (abduction), 354 (assault or criminal force to woman with intent to outrage her modesty) and 323 of the IPC and have launched a search for the accused.

A similar incident was reported in Bihar’s Bhojpur district on Thursday where a woman jumped from a speeding express train to escape from molesters, who were identified as army jawans.

The body of a 25-year-old woman was found on Thursday near a pond at Sapta village under the jurisdiction of Rahika police station, sparking speculations of murder prompted by demands for dowry.

The deceased has been identified as Jamila Khatun. She was married to Sapta resident Mohammed Alam. Sources said her husband and in-laws had been allegedly putting pressure on her to cough up a dowry of Rs 2 lakh.

Police said several cut marks were found on her body and neck. “The body has been sent for post-mortem to Madhubani Sadar Hospital,” said superintendent of police Ranjit Mishra, adding that a case of dowry death has been lodged under IPC Section 304(B) and Section 302.

He said: “No arrest has been made yet. It is too early to comment on the cause of death.”

Taking a leaf out of Mumbai’s hockey stick-wielding cop Vasant Dhoble, who had hit the headlines for his crackdown against pubs and restaurants, the Bangalore police have armed its force with cameras to curb ‘immorality’ in the city.
For the past two weeks, ‘armed’ policemen have been tailing lovers at the famous Cubbon Park, known for its dense green foliage and ample private space, sparking an outrage. “This ridiculous and another example of Bangalore police’s direct encroachment into the lives of citizens,” K S Vimala, vice-president, Akhila Bharata Janawadi Mahila Sanghatan,said.“Thisisafreecountry and we all have our right to a moment… right to express.”
The police say they had to resort to the measure following several complaints of misbehaviour and indecent acts in public places.
“You have to see the park to understand why we have taken this measure,” a senior police officer said. “Policemen have been told not to disturb couples who are not misbehaving.Ifacouplecrossestheline, they will first be told politely. If they continue, cops will aim the camera at the couple, pretending to shoot. In extreme cases, however, they will take shots and use it as evidence, if need be. With this good intention, we have taken this step,” he said.
Though police claim that ‘immoral’ acts have come down, not manyareimpressedbytheintrusion into their private lives.
“Indecent or immoral are debatable terms; nobody can be a judge of that,” Vimala said.
“This type of moral policing is not acceptable at all,” she added.
Slamming the police action, Advocate Chandrika Pateel said, “It is unlawful to capture someone’s image without permission, especially in his/her private moments. No rule states that a couple can’t hold hands in public, but if the police think so, let them catch those who smoke in public rather than those who breathe fresh air in parks,” Chandrika Pateel, advocate, said.

I want to draw your attention on an incident where a young woman from Schedule Caste community named; Ms. Sarathi Mondal is the victim of medical negligence, physical torture and mental harassment by the perpetrators Ms. Ashima Mistri (staff nurse), Ms. Samejan bibi and Ms. Rabeya Bibi (both midwives) and Dr. Sujoy Modak (attending doctor), all attached with Sadikhans Dearh Rural Hospital, Block- Jalangi under district Mursidabad.

 

While the victim family tried to lodge a complaint to the local police station; Jalangi, on 6.10.2012 the Officer in Charge refused to register the same. The father of the victim made similar complaint to the respective Block Medical Officer (Health). Later a meeting for settlement of the issue has been organized on 8.10.2012 where local Member of Assembly, Officer in Charge of the police station and BMOH were present, in first instance the said Officer in Charge of Jalangi police station bluntly denied the happening of the incident, though the MLA told the victim family that he will take up the issue in coming seven days but no recourse measures has been taken till date. Police of Jalangi police station refused to register the complaint as a cognizable offence.

 

I am attaching a brief account of the incident with medical documents for your easy reference and demanding for:-

 

  1. Immediate and impartial investigation of the incident
  2. The written complaint made by the father of the victim should be treated as an FIR
  3. The attending doctor, staff nurse and midwives should be booked with proper legal provisions regarding causing grievous bodily harm and intense psychological torment 
  4. The Officer in Charge of the Jalangi police station should be booked for delinquency in his official duty
  5. The victim should be duly compensated

Date and time of the incident: – On 01/10/2012 & 02/10/2012 from 8 pm to 4 am on respective dates

 

Place of the incident: – Sadikhans Dearh Rural Hospital

 

Case details: -

 

On 01/10/2012 the victim was on her labour and admitted to the said hospital by her father and mother in law. She was admitted by Dr. Sujoy Modak under his observation. But no bed was provided to her and in the early morning on 2.10.2012 she gave birth of a male child on the floor of the said health centre. After child birth she was provided a bed. After her admission on 1.10.2012 at 8 pm at the said hospital, while she was lamenting due to severe pain which was quite normal during the labour, Ms. Ashima Mistri (staff nurse) and her two midwives namely Ms. Samejan Bibi and Ms. Rabeya Bibi got furious and beaten her with fisticuffs and kicked her on her lower parts of the waist, at the presence of attending doctor; Dr. Sujoy Modak, he not even resisted the wrongdoers from their inhumane act. Irate Ms. Ashima Mistri yet attacked the victim with a pair of scissors after she gave birth of a child. Ms. Ashima Mistri caused severe cuts on her thighs and private parts with the scissor. Due to that she was unable to properly walk for a month. Physical bashing on her ears was caused a temporary deafness.    

 

On 02/10/2012, she was discharged from that health centre. The victim’s father and some villagers went to Jalangi Police Station on 6.10.2012 to make a complaint against Ms. Ashima Mistri and others but the said police station refused register the complaint.

 

After 6 days on 8.10.2012, a meeting was arranged in the said hospital where local MLA, Officer-in- Charge (Jalangi Police Station), BDO, BMOH with Ms. Ashima Mistri, Ms. Samejan Bibi and Ms. Rabeya Bibi were present but without any appropriate recourse for the victim.

 

In that meeting, the Officer-in- Charge told that the entire incident was false. MLA promised to go through the entire case within 7 days and told that the perpetrators would be punished. But he did not take any necessary steps against the said culprits.

 

While our psychological counselor observed the mental condition of the victim on 22.1.2012, he opined that she is still under severe fear and sense of panic over (PTSD) the incident and her physical condition is also worrying. She was examined in our medical camp, supported by UNVFVT (United Nations Voluntary Fund for Victims of Torture). It is also to be noted that the victim was also treated by the on duty medical officer of Sadi Khan’s Dearh Rural Hospital on 6th October 2012 while the doctor registered that she was physically assaulted.

I love ‘ Fox Crime : Channel and Alfred Hitchock presents my favourite, so as I switched my  television today to watch my favourite show, this is what i saw

Cursing my remote I again  started surfing channels, then auto scanning channels , I switch my TV off and then on again

and here is what I got

I have a digital cable TV connnection, so while all hue and cry was going on for last few days, I was least bothered. Now after checking all technical glitches with my digital connection myself, Ii called my cable operator, and there came a robotic voice, ‘ Madam, fox channel na, haan woh police ne band karwa diya hai  ( Madam, the police has blocked  fox channel )?” I was like WHAT ???, Yes , madam discovery science bhi band karwar diya hai. ( They also blocked the discovery science channel )  I asked her if the Police gave them anything in writing. ‘ Kya, madam, police kya likh ke dega,  ( What Madam, What police will give in writing ? ( laughingly ) ,they have blocked the channels’.   WTF,  was my only reaction.  I treid the police phoen numbers but could never get through as usual.

How can police block channels, do they think that robbers  watch criminal minds and plan their robbery and  murderers  will watch Alfred Hitchcock presents to hatch their perfect murders, what crap.  So, if they are going on banning spree, why not Crime patrol  on Sony TV, Saavdhan India on Life OK channel. Although, censorship of any kind is problematic, but here uts the typical stereotype that western channels  are polluting the innocent desi minds argh.

The police had blocked channels in 2008,imposing section 19 of the Cable Television Networks (Regulation) Act 1995, that governed the  cable operators,  as accoridng to the police the transmission of  of various clippings,  coverage of the actions take  by the police against the terrorists in South Mumbai were  causing impediment in the police action and  operational difficulties. Section 19 of the Cable TV Act empowers the authorised officers to prohibit transmission of certain programmes that are not in conformity of the programme code and is likely to disturb the public tranquility.

Action Taken: Swami Poornananda (52) was apprehended under section section 376 (punishment for rape) of the IPC after the victim lodged a complaint against him, they said.
Description:

An orphanage director was arrested for allegedly raping a 13-year-old girl inmate, police said.

The accused is head of the city-based Swami Gnananda Ashram which houses an orphanage and old-age home.

He was picked up from the ashram premises along with a woman, police said.

It is suspected that the alleged incident might have taken some three months back as claimed by the girl, police said.

Meanwhile, members of a tribal students association thrashed the accused alleging that he had sexually assaulted other inmates of the shelter as well.
